Vocational Training Council
Vocational Training Council (VTC) (職業訓練局) was established in February 1982 under the Vocational Training Council Ordinance to promote vocational and professional education and training in Hong Kong[1]. The first Council chairman is Francis Y.H. Tien (田元灝).
In the early days, the council planned to increase the capacity of Technical Institutes by extending existing technical institutes and building new ones. This enabled the institutes to take on technician level courses transferred from the Hong Kong Polytechnic, as well as to establish new technician and craft courses, which meet directly the needs of industry and commerce[2]. In 1990s, due to relocation of manufacturing operation from Hong Kong to the Mainland and the structural change in the Hong Kong economy, the skill content of training was upgraded from craft to technician and higher technician levels. Two Technical Colleges were established in 1993. Later, Hong Kong Institute of Vocational Education was established by merging all technical institutes and technical colleges.
Currently, VTC is the largest vocational and professional education and training provider in Hong Kong. VTC provides valuable credentials for some 250,000 students each year through a full range of pre-employment and in-service programmes with internationally recognised qualifications.[3]

Currently, VTC consists of 13 member institutions, providing a broad spectrum of programmes, covering a wide range of industries and catering for students with different backgrounds and abilities:

Technical Institutes / Technical Colleges (1970s-1990s)
Seven Technical Institutes and two Technical Colleges were opened in 1970s-1990s. In 1999, Hong Kong Institute of Vocational Education was established by merging all technical institutes and technical colleges.
