Abstract: Facing drastic changes both internally and externally, education sector has entered a new era in which quality receives more and more attention. The significance of TQM has begun to be realized by the education sector, and the Vocational Training Council (VTC) tries to improve its organizational effectiveness and efficiency through TQM implementation in order to provide a quality vocational education for Hong Kong in response to recent challenges and reforms. Literatures reveal that quality culture awareness is almost a prerequisite for TQM, and it can determine the effectiveness of TQM implementation. Besides, the criterion weightings of international quality model are found to be organizational/cultural dependent. This paper will discuss the TQM implementation in VTC from a quality culture perspective, in which the quality culture alignment towards TQM will be evaluated and the impact of quality culture on organizational performance will be addressed. Criterion weightings specifically for VTC will also be developed.
