Sidney J. G. Burt joined the Government Trade School (香港官立高級工業學院) in Wan Chai in 1938. He became the principal of the newly renamed Hong Kong Technical College in 1952 and served as such until 1963 when he joined the World Bank as an advisor on technical education.[1]

In 1951, Burt was appointed to chair the Technical Education and Vocational Training Investigating Committee (also known as the Burt Committee). The Burt Report on the development of technical education was issued in October 1953. Its recommendations, including the establishment of a Standing Committee to oversee developments in technical education and vocational training, were endorsed by the Hong Kong Government. [2]

During his tenure as the principal of Hong Kong Technical College, Burt made determined efforts in raising funds for technical education. He had done a lot in laying the foundations for technical education in Hong Kong and had been regarded as the “grandfather” of technical education.[1]
