Chai Wan Technical Institute was officially opened by the Governor, Sir David Wilson (right).

Chai Wan Technical Institute (柴灣工業學院) was opened in 1988. In 1993, it was converted into the Hong Kong Technical College (Chai Wan) (香港科技學院(柴灣)). It offered Higher Diploma and Higher Certificate courses which were originally operated by the Hong Kong Polytechnic and the City Polytechnic.[1][2][3]

Hong Kong Technical College (Chai Wan) was renamed the Hong Kong Institute of Vocational Education (Chai Wan) (香港專業教育學院(柴灣); IVE (Chai Wan)) in 1999. It is one of the member institutions of the Vocational Training Council (VTC) providing vocational education to post-secondary students.
