Kwun Tong Government Secondary Technical School (觀塘官立工業中學) was located at the junction of Hong Ning Road and Kung Lok Road in Kwun Tong and officially opened on November 9, 1970. Construction cost of the school, estimated at $2.5 million, was met by the Royal Hong Kong Jockey Club. It is one of the thirteen schools planned by Government to meet the demand for more school places in the fast-developing areas east of Kai Tak Airport, including Kwun Tong, Lam Tin and Sau Mau Ping.

Situated at Hong Ning Road, Kwun Tong secondary technical school was planned to provide 1000 places including 21 general-purpose classrooms and 11 specialist classrooms for science and technical subjects, an assembly hall, a library and administrative offices. It was one of five similar schools planned for the fast-developing areas in the Colony.

Kwun Tong Government Secondary Technical School renamed to Kwun Tong Kung Lok Government Secondary School (觀塘功樂官立中學) starting from academic year of 1998/1999, in order to reflect the transition from technical school to traditional grammar school.
