The Specification of Generic (Foundation) Competencies (SGC) developed under the QF sets out the foundation competencies from QF Level 1 to QF Level 4, which covers four strands of generic skills: English, Chinese (including Cantonese and Putonghua), Information Technology, and Numeracy.
資歷架構下制定的《通用（基礎）能力說明》（簡稱《通用能力》）列出資歷架構級別一至四級的基礎能力，涵蓋四種通用技能：英語、中文（包括粵語及普通話）、資訊科技及運算。
