Tien, Y.H. Francis

The first Council meeting was chaired by Dr the Honourable Francis Y H Tien (second right) in the Executive Council Chamber.

Dr the Honourable Francis Y H Tien, CBE, LLD, DSoSc, JP (田元灝) was the first Chairman of Vocational Training Council (VTC). He was a businessman in the textiles industry and extremely active in manpower training. In 1966, he was appointed Chairman of the Clothing Industrial Committee of the Industrial Training Advisory Committee, the predecessor of the Hong Kong Training Council. In March 1974, he was appointed Chairman of Clothing Industry Training Board of the Hong Kong Training Council^[1]. In 1982, he was appointed Chairman of Clothing Industry Training Board of VTC.^[2]
