Dr the Honourable Francis Y H Tien, CBE, LLD, DSoSc, JP (田元灝) was the first Chairman of Vocational Training Council (VTC). He was a textiles industry businesspeople and extremely active in manpower training. In 1966, he was appointed Chairman of the Clothing Industrial Committee of the Industrial Training Advisory Committee, the predecessor of the Hong Kong Training Council. In March 1974, he was appointed Chairman of Clothing Industry Training Board of the Hong Kong Training Council[1]. In 1982, he was appointed Chairman of Clothing Industry Training Board of VTC.[2]
