As to enhance the quality of the city’s workforce through the development of vocational education and training (VET), the Vocational Training Council was established in February 1982. The Council original planned by extending existing technical institutes and building new ones. This had enabled the institutes to take on technician level courses transferred from the Hong Kong Polytechnic, as well as to establish new technician and craft courses.[1] p.20
The first Chairman of the Vocational Training Council, Dr. Francis TIEN 田元灝博士 , a 1986 Dec 3 with executive director, Mr. Morris MORGAN. During the first four formative years, four? TI (Sha Tin and Tuen Mun) and two new has been established and housed in the Kowloon Bay and Kwai Chung Training Centre Complexes.
